Community Improvement Districts

The Columbia downtown area created a Community Improvement District (CID) following guidelines established under Missouri laws. There are four revenue producing mechanisms allowed for an improvement district: Sales tax, property tax, business license fee and special assessment. The Columbia Downtown Community Improvement District has enacted two of those funding sources - special assessment and sales tax. The county collector is charged with collecting the special assessment on each real estate parcel located within the improvement district. Beginning in 2011, each owner of real estate property within the district will receive a special assessment bill in addition to the real estate bill on the same parcel.
